Many public and private sector organizations need a cost-effective, engaging way to measure complex competencies such as conflict management, team building, and problem solving skills. Accurate, reliable information about these competencies can be used to evaluate the organization’s current leadership bench strength, provide diagnostic assessments for developmental purposes, or provide key information on which to base hiring and promotion decisions.

Training Evaluation: A Next Generation Model

HumRRO recently created an innovative evaluation methodology that capitalizes on the best aspects of two traditional training evaluation approaches: Kirkpatrick’s Four Levels and The Phillips ROI Methodology. Our new model – Return on Learning Experience (ROLE) – is a dynamic approach that accommodates individual, work unit, and organizational outcomes and takes into account both capacity building and continuous improvement over time. This methodology was applied in a recent effort to evaluate a large-scale leadership development program (LDP).

The recent spotlight on circumstances surrounding our nation’s education system has highlighted the need for positive school reform. As part of this effort to bring about positive change, organizations are being asked, or required by legislative or other mandate, to study the validity, reliability, quality, and impact of various educational assessment programs.

Evaluating the Impact of Human Capital Programs on Organizational Performance

The Challenge

Human capital (HC) programs represent a significant investment of an organization’s resources. However, evaluating the programs’ impact on organizational performance can be challenging. HumRRO completed a large-scale evaluation for the U.S. Office of Personnel Management (OPM), assessing the impact of its HC Program on Government-wide human capital management (HCM). This evaluation was intended to meet OPM’s need for program evaluation information and the U.S. Office of Management and Budget’s (OMB’s) Program Assessment Rating Tool (PART) requirements for program impact evaluations.
