THE CHALLENGE

Human capital (HC) programs represent a significant investment of an organization’s resources. However, evaluating the programs’ impact on organizational performance can be challenging. HumRRO completed a large-scale evaluation for the U.S. Office of Personnel Management (OPM), assessing the impact of its HC Program on Government-wide human capital management (HCM). This evaluation was intended to meet OPM’s need for program evaluation information and the U.S. Office of Management and Budget’s (OMB’s) Program Assessment Rating Tool (PART) requirements for program impact evaluations.

Evaluating Transition Assistance Services

One of the many effects of the drawdown of the U.S. Military has been the premature separation of vast numbers of soldiers, sailors, marines, and airmen. In recognition of the hardship that this often presents, Congress enacted several pieces of legislation ultimately requiring that the Department of Defense permanently provide transition services to those leaving the military as a means of smoothing their move back into civilian life.
