Leader Assessment and Development via a 360-Degree Feedback Program

The National Intelligence Strategy (NIS) calls for better integration and collaboration among the 16 agencies that comprise the U.S. Intelligence Community (IC), and emphasizes the key role that human capital and training reforms will play in this transformation. The Office of the Director of National Intelligence (ODNI) has cited the development of a "unified enterprise of intelligence professionals" as its core mission. To advance this goal, HumRRO has assisted ODNI with the development of both interview-based and survey-based 360-degree feedback systems that measure behaviors associated with the six IC Officer Leadership Competencies.

HumRRO developed the system and also provided coaches to facilitate feedback sessions with the DNI's direct reports and other senior executives. HumRRO has also provided executive and team coaching and organizational development services as part of this overall effort. Moving forward, HumRRO will be working with ODNI to develop a plan to continue the survey-based 360 program with senior IC leaders and to expand the program to GS-15 and equivalent employees.
