Pension Benefit Guaranty Corporation Controlled Groups II
The Pension Benefit Guaranty Corporation maintains an active training program to ensure that its professional staff remains current on the laws and regulations that govern its work. HumRRO worked with PBGC to develop an intermediate- to advanced-level Controlled Groups Audits course. The goal of this course is to provide auditors, new attorneys, and pension law specialists with an advanced level of knowledge for the purpose of identifying controlled groups. This course will build on the PBGC's original Controlled Groups Audits course by focusing on options, warrants, employee stock ownership plans, and convertible securities. It will also provide greater detail about the rules of attribution and exclusion and their use in identifying controlled groups.
HumRRO met with Subject Matter Experts (SMEs) to discuss course topics and, using Instructional Systems Design (ISD) principles, established course objectives and created an initial outline. Based on the course outline, HumRRO worked with SMEs to identify existing PBGC materials and to develop new materials and exercises for the course. Once course content was approved, HumRRO prepared trainer guides, participant guides, and a PowerPoint© slide-show. We designed excercises to provide meaningful practice opportunities. The course was designed to be given over 1.5 days (i.e., 9 hours). HumRRO worked with SMEs and the course administrator to implement a pilot training class.
